I doubt the above specs are as difficult as you _probably_ feel ( i hope i am 
not reading the opposite of what you intend to say.... :) )

When spreadsheets can be ported online and when there are so many web2.0 
toolkits reaching "decenly documented" status, there is really a good chance 
that this will even be *easy*.
Just two or three possessed web2.0 coders can get it running upto v0.8 to 
v1.0_rc1 in one month's time. Actually lesser. After all, it's a *fake* ;-) 

The thing gnu/linux hackers have probably not seen is the sheer inertia of 
desktop-only users. Only if you spoon-feed them will they think of *their* 
own good. You have to cajole them into helping *themselves*.
My endless frustrations at explaining linux and free software to interested 
but lazy people make me suggest this.

And they should be "advised to bookmark it" as well. 
Just my thoughts based on my experiences.
