I'm happy about your enthusiasm, but let's not get carried away. The German team has had a structure similar to what we seek for two years (I could be wrong on that number, just off the top of my head - but roughly that time). And while they might be very happy with that (and hopefully we to in the Danish Team will be happy with our solution) it hasn't been the be all end all silver bullet against bug #1 one could hope.
That' being said, any team that would like to go this way should of course be able to get help somewhere - and I think many people will be happy to help out. On a side note, pleas remember that the Ubuntu community is a international one - I had no idea of what a 'Becta' is when I received your mail, a short description would have made your message more reader friendly and saved me (and others?) a trip to Google.
