I'd prefer to see something unique come out, using a template is tacky, 
espesically as the good free ones are used everywhere. It needs to be something 
unique

I'm sure that people in the community can provide hosting, I know I can (I 
already host a few private projects for people!)

Or, seeing as you have programmers to hand *raises hand* write something new, 
that fits the specification and workflow correctly, rather than having to 
shoehorn what we want to do into a predefined concept. I'm happy to write 
something with django or similar :D And it'll work well to add to my portfolio 
(plus, it can be made open source, etc etc)
