Psi is the most popular Jabber-only client. It would be a shame to
release Dapper without its later version.
Psi releases are generally well tested, so I don't expect it to break.

The local changes in Ubuntu is a small fix by \sh disabling gpg-agent support.
I'm not sure yet of what we should do about it.
