Would something like having team leaders for different areas help? Something like a wiki page with a list of team leaders (with area and availability) that people can look at. I know that a lot of new triagers (and even experienced ones sometimes) find it hard to know who to contact/ask if they have a problem with a bug. They can also get guidance from them. I try to do this with MOTU Science and have had pretty good success. People ask me, "What can I do?" and so I get them to a list they can work on or a specific task that needs to be done. This way they aren't overwhelmed by "Just fix everything" or "Go find a bug to work on". If they need help or have a fix ready to upload then they have a contact they can go to. This would obviously take a little more effort on the part of the team leader but in the end I think the can get better results because the activity is more focused rather than a more or less random approach.
