I think we should take the state of debian/unstable into consideration of the freeze date. According the the latest d-d-a update about the release, it looks like debian will release in December, but a Release in January doesn't look too unlikely as well. I expect that soon after release, there will be tons of transitions and updates, and debian/unstable could get somewhat unstable and a lot of work for us. Therefore I'd propose to keep the Universe Freeze with Main, and then reconsider on the basis how the state of debian/unstable is.
