Just one more small point on this thread.... If merging is a free for all, then someone needs to update http://merges.ubuntu.com/universe.html
It currently says, "If you are not the previous uploader, ask the previous uploader before doing the merge. This prevents two people from doing the same work." I'd forgotten that was there, but knew asking first wasn't just a random thought.
