You indeed remember correctly, and dh_desktop doesn't actually
provide a benefit in the case where no MIME information is provided.
See bug # 119241 [3]. Note that in future, dh_desktop may be extended
to actually install the .desktop file, although this is neither
currently implemented nor expected soon.
Personally, I think it is preferable to include it, such that if
MIME information is provided in a future revision of the .desktop
file, the packaging does not need to be updated, but there is a CPU
cost at installation-time following this procedure.
