Just to be clear - Ubuntu Membership is (and I think always has been)
a prerequisite for becoming an MOTU. (See
http://www.ubuntu.com/community/processes/newdev - "Developers must be
members ... This is a necessary step for all developers").
Membership can be granted at the same time as becoming an MOTU, by the
MC. A recent proposal by the MC to consider membership applications
earlier than MOTU applications was discussed at the last Community
Council meeting and approved.
