I'm agree with ScottK's point, that must be discussed on the meeting, BUT i'm also agree with the idea, is a good and motivating thing for contributor to have such a thing, and also makes easier the work of MC on the approvals, so it can be a requirement to be member of universe hackers to make a MOTU application.
