I'm not sure it is written anywhere, but historically
DebianImportFreeze has always been the target date for completing at
least the first round of merges (with an understanding that further
merging may be interesting as Debian continues to improve packages).
I don't see any reason to change that practice now, simply because
such documentation may not exist in some location.
