I think interested people should join the relevant teams. I personally maintain one such team, ubuntu-clamav, and while I'm sure I wouldn't have any problem with any ubuntu-dev that wanted to join, I do like to make sure people understand what we're trying to accomplish in the team before the upload things. Myself, I don't like being listed in Launchpad as a member of teams I've really nothing to do with.
