Packages in released version of Ubuntu do not get updated with major versions. Only security and important bug fixes are done for packages. Check - https://wiki.ubuntu.com/StableReleaseUpdates If you want a major version for a package better file a backport bug at https://bugs.launchpad.net/hardy-backports.
