The right procedure is to file a bug against the package in launchpad, and 
perhaps, if upstream is "unresponsive", in Debian as well.

Anyway, saying that upstream doesn't reply in a month doesn't say anything 
about the status of the code: the author can be working on it and simply 
unresponsive, could be busy in other stuff (as often opensource authors are 
voluntaries), could have changes email, of whatelse...

My suggestion is file a bug on launchpad, and, if you really care about 
these packages and have the right knowledge, try to find a solution.
This can include many things, from contacting upstream, to create a patch, 
or asking in Debian, or ... <your ideas/>
