Please provide more information: What Ubuntu release are you using? What package installer are you using? (Synaptic, the default "Add/Remove..." program?) How do you install it? Is there more output you can provide, e.g. when installing from a console? I can see that libnspr4-dev appears to only be available in Jaunty and Karmic. Are you installing flash from Adobe's site by any chance, and using something before Ubuntu Jaunty? Flash is available in Ubuntu's repos, too. Try installing flashplugin-nonfree, which may require you to enable an extra repository.
