We just released Ubuntu 17.04 with version 3.2.1. 3.0.6 did ship with
16.04 in April 2016. Assuming you're using 16.04, you can expect
software to be a year old because that release is a year old.

Use a newer Ubuntu release to get newer packaged software
versions. See https://wiki.ubuntu.com/StableReleaseUpdates for Ubuntu's
policy and rationale on updating packages in stable releases.

Alternatively if you want to use a version of redis that is decoupled
from the distribution's released package, someone could package it as a
snap, though I don't see one available at the moment.
