https://wiki.ubuntu.com/UpstreamGuide which both contain valuable information 
intended for software developers. After you have released your software with a 
free license, you can either file RFP-report if you do not want to maintain 
your software in Debian or an ITP report if you plan on maintaining the Debian 
package as well. (https://wiki.debian.org/RFP and https://wiki.debian.org/ITP)
