Hi,

It looks like this is because maelstrom was previously published under
non-free in Debian [1]. I don't believe we have a process to
automatically change the Ubuntu repository for a package if its
repository changes in Debian; my guess is that it would require action
by the Archive team. Adding them to the thread to confirm this.
