ubuntu-packaging-guide is documentation for developers on how to package software for Ubuntu. I'm not aware of gsettings-data-convert being mentioned anywhere in the guide. That's why I opened a task for the package providing that program and marked the task for the guide as invalid. Why have you reopened it for the package guide? Thanks!
