Few possible issues:
* /data/ubuntu doesn't contain the ubuntu files (available from the
ubuntu zip)
* You don't have enough permission to call ubuntu_chroot shell, try adb
root first
* Your kernel doesn't include the needed config options for Ubuntu Touch
(check https://wiki.ubuntu.com/Touch/Porting#Kernel).
