I've been unable to send or receive them here in the US on either a GSM or CDMA device, running several operating systems (although I do not have a Nokia or iPhone). If anyone can generate one and send it to your Ubuntu Phone can you do so and then check /var/log/upstart/powerd.log? You should see something like this:

I know that there was a hold on new releases for a bit, so it may not be pushed yet.
