for most/all supported devices that are sold with ubuntu pre-installed
so you should have the opportunity to install this onto your
carrier-locked phone to get a full ubuntu experience ...
it would be utopic to belive that you will find many carriers that allow
a fully open phone being sold under their brand (if canonical would
force them into that they would just go back to android) but there will
be options to work around this :)
