See what's done in unity8's PageHeader¹ - it's a little more complicated than you need, but a Popover + ListItems are probably the way to go. OTOH a component like this (combobox / type-ahead search) would probably benefit from being standard in the SDK - care to file a bug against ubuntu-ui-toolkit?
