The Nexus 4 will do this when the battery gets extremely drained. In some cases they can be revived by plugging into wall outlet with the original charger (higher current) and after a time press and hold the power button for at least 20 secs, to hopefully see the red light, then allow to continue charging.
Failing that, there are instructions available on how to open the phone and remove and reinsert the battery, for a hard reset which should lead to a red light and ability to charge.
