That's a side effect of bug 1308210 and 1318070, which seems to happen quite often. Please apply the workaround described at https://code.launchpad.net/~rsalveti/unity8/workaround_no_scopes_emulator/+merge/220337 (change your /usr/share/upstart/sessions/unity8.conf file, inside the emulator), and see if it works better for you.
