I imagine this is Vivid - there are general problems with telephony on
Vivid right now - this might be one of them. If you want to use the device
for day-to-day usage has a personal handset the RTM channel is recommended
since it is much more stable. Vivid will obviously have the very latest
features but is prone to breakage.

To do this specify --channel=ubuntu-touch/ubuntu-rtm/devel with
ubuntu-device-flash
