Yes and no. It should be possible to use the OAuth based account plug-ins that are part of the default system (Google, Facebook, Twitter), but it will not be possible to test the Qt system-settings-online-accounts UI, nor to use the Ubuntu One account, as its plug-in requires the Qt interface, and the Qt interface requires Mir, and won't run under X11.
If you are wanting to create a new OAuth based plug-in, it is possible to test it with the GTK+ UI, but installing click packaged plug-ins and such will be fairly difficult to test still. Testing will be easier under the Unity8 preview session with the ubuntu-desktop-next preview ISOs, though.
