"oem unlock" is an invention by google, I would be surprised if it works
on any non-nexus devices at all ...
either your bootloader is unlocked and allows flashing of boot and
recovery images, or it isn't ... normally phone manufacturers do not
offer a switch like "oem unlock".
to my knowledge all international MX4 versions have the open bootloader
by default while the chinese version comes with locked down fastboot.
