The device has not been flashed, it was restored to factory settings
using the Settings menu.
I do not know if syslog was existing earlier
Ran the Command
# chgrp syslog /var/log
...and rebooted.
..and I can see the syslog file at /var/log.

There's currently a bug that can cause the group permissions of
/var/log to get corrupted, preventing syslog from being created. That
said, this has only been seen on devices that are repeatedly flashed.
It hasn't yet been seen on a factory device.
To fix, you need run the following command as root on the phone:
# chgrp syslog /var/log
...and reboot.
