you are missing apt-get update (we do not ship the package lists by
default, they take up a lot of space on disk)
openvpn is preinstalled since april and should just work if you use it
from commandline and store the configuartion somewhere in /home/phablet
(you will indeed need to start it manually or by a user upstart job
pointing to that config from the commandline using the --config and
--daemon options)
