Firefox is in no way limited to 64bits, it compiles and works on 32-bit just fine. The key to using it meaningfully would be to have it work under the phone's display server and having an user interface that's usable also with touch.
But technically speaking (not practically) there is no blocker in running it in normal desktop browser mode provided the Mir enabled GTK3 backend of Firefox is used.
