This is correct but I'm not sure if this is already supported with OTA 12.
In rc-proposed or soon to be OTA 13, I'm sure it's there and it even has a
new indicator specific for keyboard layout just like in desktops. It will
always be displayed when in desktop mode and an external keyboard is
connected You can even switch layouts with Super + Space :)

Hi Ari,
External keyboards have a separate layout. After connecting your
keyboard, go to Language in System settings. You should see a line for
the on-screen keyboard and another for your external keyboard, where you
can choose the appropriate layout.
Hope this helps!
Cheers,
Guillaume

Hi
I have installed some X-apps on my Nexus 4 running OTA-12 and tested
them using a bluetooth keyboard (Logitech K480) and mouse and
connecting to a large screen.
My device, running as a normal smartphone, is set up with the
Norwegian language. However, when I connect to keyboard/mouse/external
display and launch the Libreoffice Writer, I only get the US English
keyboard.
How can I get the bluetooth keyboard to function as a Norwegian keyboard?
Regards,
Ari
