This is most likely #1637996 "app switcher not responsive" [1], we're fighting to get a fix for that in the OTA. It's actually not a problem of the switcher itself, rather that it surfaces a long-standing bug #1518935 "When an application is suspended or closed it causes a large UI stutter" [2]. If anyone noticed this behaviour and wants to try out a fix, please check out silo 2181. There's some other related fixes going into OTA14 in silo 2177 [4].
