Try deleting the config too (~/.config/com.ubuntu.telegram)

rm -rf .cache/com.ubuntu.telegram/

has solved that issue for me in the past.
I moved this dir away and 'telegram' created a fresh dir as:

$ find .cache/com.ubuntu.telegram
.cache/com.ubuntu.telegram
.cache/com.ubuntu.telegram/+4917638902045
.cache/com.ubuntu.telegram/+4917638902045/temp

But the problem remains.
