syslog, output of list-modems, list-context, nmcli d attached.

I disabled cellular data and wifi, the dialler shows 'No Network' and I
cannot make a call. The same test passes on arale.

  Mako  @ OTA5 (revision 21)

  You cannot make or recieve calls, send or receive SMS unless you have an 
active cellular or wifi connection.
  If you try to dial a Number via the Phone App, it shows "No Network". The 
indicator shows a connection tough.

  There was no problem in revision 20.

  This bug is related to

  not a duplicate.
