Added ubuntu-quality list back in, this should be on-list.

No idea.  Perhaps someone else in the Quality team can explain that.
My guess is that the test cases / tracker just haven't caught up to
Yakkety yet.
I'm not positive, but I think setting those is a manual process.

To be honest, I haven't done a lot of QA testing in this capacity for
a while.  I do a LOT of it during my day to day work, but most of that
is never reflected in the trackers for these test cases.  So I'm no
longer really an expert with this effort.  I just wanted to point you
to the right zsync files.
