To be fair, the bug reporting wiki that is referenced in that bug includes NOTHING about how to file bugs against the installer or live-cd, which would be the first place any user encounters bugs. https://help.ubuntu.com/community/ReportingBugs That could use some cleaning up. In any case, I just downloaded the 18.04.1 image from releases.ubuntu.com. Booted in a VM, chose French as the language, and on the first screen, French again. On the keyboard screen, the default selection is Francais - Francais (Variante) Which is the correct default, yes?
