Actually, after some discussion last Friday[1] it was decided to make the upgrade path be from Q to S, as otherwise Q users would be stuck on Q until April of 2014. I've worked on this a bit and it is being tracked in http://launchpad.net/bugs/1258639. If somebody could look at the update-manager SRU that'd be great.
