Operationally, "you" (archive admins) can go ahead and release them to the security pocket at your convenience and I'll issue the USNs afterward. We don't want to release the USN information until the packages are available to users in the security pocket. That said, I need to end my day and won't be able to issue the USNs for a few hours.
