I looked a bit to see if the phased-updater was involved and found that the last thing it did was to increment the phased-update-percentage from 10% to 20%. "2017-03-08 19:02:31,970 - INFO - Incremented p-u-p for yakkety-updates chrome-gnome-shell from 10% to 20%" Also during that day Steve fully phased chrome-gnome-shell per my request which probably created the race.
