For me it'd look like that nowadays there's full QBS support included in
Ubuntu 14.04 LTS and 14.10... at least regarding Qt Creator itself.

The QBS itself still lives as a qt-labs project at
https://qt.gitorious.org/qt-labs/qbs/ and has not been packaged to
Debian or Ubuntu. The packaging, if done, should be done via Debian's
pkg-kde project from where it could be easily synced to Ubuntu.

Title:
  qbsprojectmanager not built with qtcreator due to uninitialized git
  submodule

Status in “qtcreator” package in Ubuntu:
  Fix Released

Bug description:
  Digia introduced qbsprojectmanager in QtCreator 2.7. It depends on
  src/shared/qbs which is git submodule (c&p: "git submodule update
  –init").

  Currently qtcreator package from Raring have empty src/shared/qbs, so
  it does not build qbsprojectmanager.

  Ubuntu version: 13.04
  Package installed: 2.7.0-0ubuntu1
