Maybe I'm missing something fundamental but MAAS is used for
provisioning systems. I need to go into /etc/maas/pserv.yaml and
uncomment several lines to enable tftp.

1. This doesn't make sense to me. I'm wondering if something is broken
so that the default values in the comments are not getting used without
uncommenting the fields.

2. If this truly is required, it needs to be documented at a minimum.
