I'm using Ubuntu 14.04 dev with irqbalance 1.0.6-2 and using "dpkg-
reconfigure -f noninteractive irqbalance" will show the following
output:

irqbalance stop/waiting
irqbalance start/running, process 18665


But interestingly the stop message is written to stdout while the start message 
is written to stderr. I think it would make more sense to write both to the 
same stream (for example cron is writing his stop and start message to stdout).
