Apologies for the delay.
I don't think this is an issue for us any more. I think it was probably
(?) related to us calling lxc from inside d-i and having some crazy
DEBIAN_* variables exported. However, (thankfully) we've devised a
cleaner mechanism for what we're doing than that.
