Looks like the regression was in 2.4.4-6ubuntu3. Prior to this, we had:

  setting MOD_INCLUDES to "-I/usr/include/lua5.1"
  setting MOD_LUA_LDADD to "-L/usr/lib -llua5.1 -lm"
checking whether to enable mod_lua... shared (all)
  adding "-I$(top_srcdir)/modules/lua" to INCLUDES
