FWIW, this happened again just now with an earlier (non PPA I guess)
version of maas-dhcp:

Setting up isc-dhcp-server (4.2.4-7ubuntu12) ...
isc-dhcp-server start/running, process 11190
isc-dhcp-server6 stop/pre-start, process 11233
Setting up maas-dhcp (1.5.2+bzr2282-0ubuntu0.2) ...
stop: Unknown instance: 
invoke-rc.d: initscript isc-dhcp-server, action "stop" failed.
dpkg: error processing package maas-dhcp (--configure):
 subprocess installed post-installation script returned error exit status 1
