If you're not running an Ubuntu system (including an Ubuntu kernel),
then you will need to take this up with your hosting provider, since it
is their customization that has broken things.

Alternatively, you could seek an upstream patch to remove the dependency
that facter has on /proc/interrupts existing.

Whichever way, I still don't think this is a valid bug in facter in
Ubuntu. Ubuntu provides /proc/interrupts.
