For the ubuntu-system-image we use cloud-init but we do not need the
parts that modify /etc/apt/sources.list. To keep the system small it
would be great if you could make software-properties-common a recommends
instead of a strong dependency. This way we avoid pulling in the
software-properties-common packages and its dependencies which saves us
1.5 megabytes on the image because we avoid unattended-upgrades, apt-
utils.
