No, it usually slows down to do broadcast resolution (since you basically have to wait for some timeout to decide that nobody has the requested address), that's why it's tried last by default.
So solution for you is to change the resolve order in smb.conf. The other solution is to set up /etc/hosts (or lmhosts), or a local DNS server that would resolve the local hosts before forwarding the request to your ISP DNS server.
