You have been subscribed to a public bug by Robie Basak (racb): apache2-mpm-prefork was previously a transitional package and now no longer exists, so ltsp-cluster-control becomes uninstallable on wily. This is blocking the newest apache2 from migrating to wily.
Please remove the dependency on apache2-mpm-prefork. An even better option is to use dh-apache2 as documented at https://wiki.debian.org/Apache/PackagingFor24#Web_Applications_in_a_nutshell_.28with_dh_apache2.29 Then you can just Recommend: apache2, allowing users greater flexibility if they configure apache2 themselves (without the apache2 package) or want to use another web server.
